State Government
Overview
AGC members and staff maintain an active presence in dealing with both the State Legislature and state regulatory agencies, effectively advocating AGC positions on proposed new laws or rules; maintaining positive relationships with elected and appointed state officials; and informing AGC members of actions taken by agencies and officials. AGC staff assist members in dealing with government regulatory agencies.

The Government Affairs Council is the AGC group responsible for legislative, regulatory and political representation of AGC members. Council members consider issues, evaluate policy implications and make policy recommendations to the AGC Board of Trustees. The Council guides a proactive program to represent the AGC’s positions on legislation and regulations at the local, state and federal government levels while improving government’s understanding of general contractors and the construction industry. The Council oversees the efforts of AGC members and Government Affairs staff to influence government decisions which affect the livelihood of contractors and impacts their ability to run a profitable business.

More information
Although the Legislature considers many issues related to the environment during their yearly Legislative Sessions, the majority of the environmental rules and regulations that impact the construction industry are developed “in the trenches” of innumerable sub-committees and task forces that are created each year by federal, state and local agencies.

These efforts include several subcommittees to develop of Stormwater and Shorelines Management Act rules at the State Department of Ecology, Transportation Permit Efficiency and Accountability Committee efforts to reduce the time and costs associated with the environmental permitting process, the State Building Code Council ESA Technical Advisory Groups work to adopt erosion control and spill prevention Best Management Practices in the State Building Code and numerous other regulatory requirements at the federal, state, and local level. AGC of Washington Legislative staff actively participate in these various efforts in order to ensure that agency rules: comply with requirements of the state and federal Administrative Procedures Act; do not unduly burden the construction industry; comply with applicable laws; and are cost effective to implement.

In addition, AGC’s Legal Affairs Committee regularly reviews new or revised agency rules and regulations to ensure that they comply
